Anchorage police have identified the 4-year-old girl who was struck and killed by a car Friday night.

Police say Randa Karies had ran out into the street in the middle of a water-balloon fight at 32nd Avenue and Spenard Road when the 1995 Toyota 4-Runner hit her. Neighbors say kids constantly play in the area, and frequently run out into the street.

Karies was taken to the Alaska Native Medical Center, with medics performing CPR on her the entire time en route to the hospital, but shortly before 10 p.m. APD confirmed she had died.

The driver, 25-year-old Alexis Fernandez, was on scene at the accident, distraught. Fernandez is a reporter for local television station KTVA. APD says alcohol was not a factor in the accident, and that Fernandez didn't exhibit any signs of impairment.

Police are currently conducting an investigation, and have not charged or arrested the driver, pending the outcome of the investigation.

"This was a tragic accident," said KTVA News Director Staci Feger in a statement. "Our hearts and prayers go out to all involved."
